P/SSupt. Ruperto T. Floro, Jr. was recently assigned as Officer-in-Charge of the Aklan Provincial Police Office (APPO).
Supt. Floro, who has been in the police service for 24 long years, was recognized for his dedication and commitment in carrying out his functions and sworn duties.
In all these years that he was with the police command, he has been conscious of the fact that achievements must come from believing in one’s capacity to be great.

Was it not said that to put the world right in order, we must first put the nation in order; to put the nation in order, we must first put the family in order; to put the family in order, we must first cultivate our personal life; we must first set our hearts right?
He was born on November 26, 1961 in Tulunan, North Cotabato. His marriage with La-Arnie Francisco of Roxas City is blessed with two sons – Aldwin and Jan Tyrone.
EDUCATION
He earned his elementary education at Dumalag Elementary School in 1974 and his high school at Capiz Regional Vocational High School in 1978. He earned his degree in B.S. in Criminology at the University of Iloilo in 1982 and his B.S. in Public Safety at the Philippine National Police Academy in 1985. He graduated with distinction for his Master in Public Administration at the Jose Rizal University, Mandaluyong City in 2007.
MAN IN UNIFORM
After his graduation at the PNPA, he was named Station Commander at Dumalag Police Station in Capiz for the period September 1985 to July 1986. He was then assigned to Cuartero, Capiz as Station Commander of the PC/INP Command from July 1986 to March 1988. He was then assigned as Chief of Police of Mambusao Police Station (April 1988-July 1992) and Jamindan Police Station (July 1992-November 1994). In June 1995, he was appointed Deputy at the Office of Assistant Regional Director for Investigation, a post he held until June 1996.
He was recalled to Capiz Provincial Police Office as Operations Officer from February to may 1997 and Intelligence Officer from May to June 1997.
Recognizing his outstanding service record, he was appoint6ed Commanding Officer of the 1st Capiz Provincial Mobile Group on June 1997 to August 1999. In 1999, he was recalled back to Capiz PPO Intelligence and Investigation Division afterwhich he served as Group Commander of 1st Capiz PMG from May to September 2000. From September 2000 to September 2002, he worked at the Intelligence and Investigation Division of the Capiz PPO.
In September 2002, he was named Group Director of the Iloilo City Mobile Group and served until March 2007.
On March 2007, he was named Chief of the ROPD at the PRO 6. He was promoted to the rank of Police Senior Superintendent on January 30, 2009. In a concurrent capacity, he served as OIC of the Aklan PPO from July 2009 to September 10, 2009.
On October 2009, he was named Chief of Regional Police Community Relations Division (RPCRD) of the PRO6 and served until January 2010. As a police official, he has always bear in mind that the best executive is the one who has sense enough to pick good men to do what he wants done, and self-restraint enough to keep from meddling with them while they do it.
He was assigned as OIC of the Aklan PPO on January 9, 201O.
AWARDS
A bemedalled police official, he has been a recipient of numerous citations and recognitions, testimonies to how he has been effective in his role. Among many awards, he was presented with Medalya ng Kagalingan (2), Medaly ng Paglalaban sa Manliligalig (1), Medalya ng Paglilingkod (1), Medalya ng Kasanayan (8), Medalya ng Papuri (5), Medalya ng Ugnayang Pampulisya (1) and Kalasag Badge (1).
Supt. Floro always tell his men, “never be afraid to do something new.” Yes, amateurs built the ark; professionals built the titanic.
